MoFA Holds Interaction on Labor Migration and Immigration Challenges

Kathmandu: The Ministry of Foreign Affairs (MoFA), in coordination with the Department of Immigration under the Ministry of Home Affairs, organized a special program on September 23 to interact with nine Nepali missions abroad on issues related to foreign employment through visit visas. The meeting was attended by Foreign Secretary Amrit Bahadur Rai, along with participants joining both physically and virtually.

According to the press release, the discussion focused on the growing trend of Nepalis seeking foreign employment on visit visas, the risks and challenges they face, and strategies for effective immigration regulation. Officials stressed the need for close coordination among the MoFA, the Ministry of Home Affairs, the Ministry of Labor, Employment and Social Security, and Nepali missions abroad to make foreign employment more secure, systematic, and dignified.

Key points of discussion included the use of integrated information systems and data sharing, establishment of a Rapid Response Team and an Emergency Rescue Fund, possibilities of insurance for visit visa holders, tackling human trafficking, agreements with host countries for repatriation, and awareness campaigns at the local level. Participants also raised concerns about the challenges posed by the kafala system, issues facing domestic workers, lack of training for migrant workers, and resource constraints at missions.

The meeting also discussed reports of about 200 Rohingyas allegedly using Nepali passports to work in Saudi Arabia, with authorities confirming that verification of their documents was underway.

In his closing remarks, Foreign Secretary Rai urged ambassadors and heads of missions to work swiftly, economically, and effectively, in coordination with concerned agencies, while reaffirming the ministry’s commitment to manage resources efficiently and uphold good governance.
