Nepali Consul General Niraula Attends Xizang Regional Parliament Sessions

Kathmandu: Nepali Consul General in Lhasa Laxmi Prasad Niraula attended sessions of the People’s Congress of the Xizang Autonomous Region of China as a special guest, becoming the only foreign diplomat to participate in the regional parliamentary meetings.

According to the Consulate General of Nepal, Niraula took part in the Chinese People’s Political Consultative Conference (CPPCC) of the Xizang Autonomous Region held in Lhasa on January 30, and the Fourth Session of the 12th People’s Congress of the Xizang Autonomous Region held on January 31.

At the CPPCC meeting, the Xizang regional government presented its policy directions for 2026. In line with those directives, Chairman of the Xizang Autonomous Region Government Gama Cedain presented a review of major works carried out in 2025 and proposed key programmes and the budget for 2026 during the parliamentary session the following day.

On the same occasion, Chairman of the Standing Committee of the Xizang Autonomous Region People’s Congress Losang Jiangcun presented explanatory notes on the draft rules related to religious affairs.

The session reaffirmed plans to develop the Xizang Autonomous Region as a high-level gateway to South Asia, with government policies and programmes prioritizing infrastructure development at border points with neighboring countries to strengthen regional and global connectivity.

Following the sessions, Consul General Niraula held a bilateral meeting with Dangzeng Lunzhu, Deputy General Secretary of the Xizang Autonomous Region Government and Director-General of the Ethnic, Religious, Foreign and Overseas Chinese Affairs Committee. The meeting focused on various aspects of Nepal–China relations.

During the meeting, Niraula proposed establishing sister-parliament relations between Nepal’s federal and provincial parliaments and the Xizang Autonomous Region People’s Congress, along with exchanges of parliamentary experience. He also invited the Chinese official to visit Nepal at a mutually convenient time.

In response, the Chinese official expressed readiness to support Nepal’s development efforts. Both sides reaffirmed their commitment to further strengthening bilateral relations in the days ahead.
