Memorandum with Proposals to Amend the Law on Diaspora, Pararashtara Asked for a Model of the World

Kathmandu: The United Nepali Diaspora Organization has submitted a proposal to the government to revise and amend the Bill, 2083 to amend and unify the proposed non-resident (diaspora/migrant) Nepalese laws.

The president of the organization, Sonam Lama, while addressing the Ministry of Foreign Affairs, informed that a detailed proposal has been submitted with legal points, amendments and additional proposals to be included in the bill. In a meeting with Foreign Minister Shisir Khanal, Chairman Lama also informed that some non-resident Nepali Association members expressed their displeasure with the negative publicity about the policies and regulations that were not made by the government. “The government is ready to solve the problems of the real non-resident Nepalis,” Chairman Lama said, quoting the words of Foreign Minister Khanal, “How different countries of the world have addressed NRNAs, we also work in the same model.”

Chairman Lama informed that the Foreign Minister has also asked the United Nepali Diaspora Organization to suggest the models of what kind of rights foreign countries have given to their NRNAs and how they have given them. Now, they also informed that they will make suggestions to the government after studying how different countries of the world have provided facilities and made it easier based on the requests of foreign countries.

The organization has stated that there is a need to legally and practically link the skills, knowledge and capital of the Nepalese diaspora around the world with the overall development of Nepal. It has been emphasized that a law should be made with the aim of strengthening the relationship of Nepalis who are in migration with Nepal.

In the memorandum, it is mentioned that United Nepali Diaspora Organization was established in 2022 and is operating as an independent, non-profit, non-political and non-governmental organization duly registered with the Ministry of Foreign Affairs of the Government of Nepal.

The Non-Resident Nepali Association and the United Nepali Diaspora Organization registered in the Ministry of Foreign Affairs are independent organizations with different legal status. It has been expressed the belief that the government will take seriously the amendment proposal submitted by them for the protection of fundamental and constitutional rights of millions of Nepalis who are in migration and include it in the law making process.

In addition, Lama has informed that the S organization is setting up an investment company soon to attract investment in various areas of Nepal. Members of Diaspora from the company can make integrated investments. He said that it is believed that this investment will help in the development of tourism, agriculture and overall economic sector of Nepal in the near future.
