Ambassador Thapa Delivers Opening Statement at the HLPF 2026 Side Event

Kathmandu: Ambassador Lok Bahadur Thapa, Permanent Representative of Nepal and Chair of the Group of Least Developed Countries (LDCs), delivered the opening statement at the HLPF 2026 Side Event: “From vulnerability to investment: overcoming barriers to energy access, resilient infrastructure and green industrialization in LDCs.” The side event was held on the margins of HLPF 2026 and convened by the Government of Nepal together with the Government of Qatar, UN-OHRLLS, and UNIDO.

In his remarks, Ambassador Thapa highlighted the persistent structural barriers facing LDCs, including limited access to finance, high costs of capital, and infrastructure gaps that constrain progress in clean energy, resilient infrastructure, and green industrialization. He called for greater investment, concessional finance, innovative risk-mitigation tools, technology transfer, and stronger partnerships to transform vulnerability into investment, resilience, and opportunity. Stressing that supporting LDCs is an investment in global stability, climate ambition, and shared prosperity, he urged accelerated action ahead of the 2027 Midterm Review of the Doha Programme of Action.
