Kathmandu: H.E. Ambassador Lok Bahadur Thapa, Permanent Representative of Nepal to the UN, spoke at the UN Security Council Arria-Formula meeting on “Upholding International Law in Situations of Armed Conflict,” convened by Pakistan. He underscored that international law remains the essential restraint on violence and the backbone of a rules-based international order.
Ambassador Thapa emphasized the need to reaffirm the primacy of the UN Charter and international law as the shared foundation of peace and security; uphold international obligations in good faith and without exception, ensuring equal protection for smaller and vulnerable nations; keep protection of civilians at the center of Security Council action, delivered with consistency and impartiality; use peaceful dispute‑settlement mechanisms early and effectively, including preventive diplomacy, mediation, and the Secretary‑General’s good offices; and prioritize prevention through early warning, confidence‑building measures, and honest dialogue to deter unilateral actions and reduce misunderstanding.
Reaffirming Nepal’s steadfast commitment to multilateralism, he called on Member States to ensure that the force of law prevails over the law of force, strengthening trust in multilateral institutions and advancing a just, inclusive, and rules‑based international order for all.
